Q :
At present, Thailand can generate more electricity that it needs. Why do we need rice husked fueled power plant? |

1. The existing reserved power is only available on a temporary basis. This will be beneficial only in three to four years from now.
2. The government has long term plan to generate alternative power to reduce the consumption of coal, oil and gas, which are imported from abroad with increasing prices, causing Thailand to lose large amount of its foreign exchange each year.

Q : What’s the difference between coal fueled power plant and rice husk fueled power plant? |
|

A : |
1. Coal fueled power plants are large plants with 100 times more capacity that rice husk fueled power plants. Using coal as fuel yields various environmental problems, especially those caused by sulfur dioxide. In order to prevent problems, high quality sulfur filters have to be installed.
2. Rice husk fueled power plants use natural material with very low sulfur and the new combustion technique does not release any black smoke or poisonous gases.

Q : What are the measures taken by the company to prevent dusk and black smoke from rice husk fueled power plants? |

A : |
1. The company will employ complete combustion technique and any particulates from the combustion will go through electrostatic precipitator, which catches 99.53% of dust, before being released from the plant.
2. The company has set up an environmental guarantee fund of 5 million baht. If the power plant causes any damage to the community the fund committee can release this fund to the affected parties.

Q : How is rice husk transported to the power plant? |
|

A : |
The company used an average of 30-40 ten-wheel trucks per day, operating on three shifts (approx. 2 hours/ truck on average), except during rush hours when traffic is congested. If these trucks have to stop to wait for their turn, the company will arrange proper parking space and will not allow them to park in front of the entrance and block normal traffic. |

Q : How will the company control dusk during the transportation and transfer of rice husk from the truck to the power plant? |

1. Rice husk will be tightly covered by canvas.
2. Transferring rice husk from the trucks will be done in a designated area which has field and trees as barriers that locate no less than 80 meters from the fences. This is to prevent any dust to flow out of the plant perimeters.
3.While the trees are not yet fully grown, rice husk will be filtered and covered by net to prevent flying dust.

Q : How will the power plant deal with waste water? |
|

1. Water is used for two purposes by the power plant.
a. To control heat in the generator
b. To produce steam to turn the generator
2. The only source of waste water is everyday usage by the company’s personnel and will be treated as per the standard of the municipal.
3. Treated water will not be released from the factory but will be kept in the evaporation pond, which covers an area of about 20 rai. The treated water will be left to evaporate while some will be used to water the trees.

Q : What kind of high voltage power lines will be used? |

Power lines used by the rice husk fueled power plant is 115Kv, which consist of 3 lines on concrete columns that are approximately 16 meters tall. These are normal power lines seen along the highway and not the high steel-framed types that run through farm lands. These power lines are controlled by the Provincial Electricity Authority. |

Q : If the plant runs out of rice husk, will it use coal instead? |

The company will not use coal, lignite or oil. If there is no rice husk, the company will stop the operation as all the machinery has been designed to use only rice husk. |

The company will give priority to the local workforce from management and manual worker level, except in the case that the task required specialists that cannot be found in the local area. |

Q : Where else do rice husk fueled power plants operate? |

A : |
Rice husk fueled power plants have been in operation for a long time in many countries, namely the US, Brazil, Chile, Italy and is very widely used in India. In Thailand, private power generator has used rice husk to generate power for more than 20 years. Nowadays there are 7-8 plants in operation. The company will employ the same electronic technology used in the US for more than 18 years. |

Q : What benefits will the community receive? |

1. The community will receive more stable electricity, as the electricity generated will by distributed to the local area first.
2. TAO will receive tax from the power plant.
3. Local people can work in the power plant
4. Transportation and related business will start in the local community.
5. In the future, the locals can benefit from low-cost steam services for their agricultural product if the company can work with rice mill and other community in developing power for agriculture projects.
6. The company will yield benefit to the community through its support for education, health care and community development, to better the basic needs of the people, through the community development fund of one million baht per year.

Q : How can the community participate and audit the power plant? |
|
| |
A : |
1. Before commencing the construction of each power plant, the company must clarify the details of the operations along with the environmental impact mitigation measure for the approval of the local community.
2. The power plant will be control by the tri-partite committee, who has an obligation to review the operations of the plant. The committee consists of representatives of three parties, namely the government, the community and the company. If the local people have doubts about the plant’s operations or experience negative impacts on themselves or their property as a result of the power plant’s operation, the issue can be taken up with the committee so that the problem can be rectified.
3. The Tambon Administration Office has entered into a social contract with the company. The social contract states clearly that the TAO, as representative of the local community has the right to review the operations of the company.
